Terms of Reference: Proposals for a European Charter for Professional Standards.
1. This commission is being established by the authority of UDITE, and in accordance to its Action Plan (2006-2008) as approved in its Bureau Meeting in Dublin.
2. This Commission shall be entitled:
European Professional Status Commission (CHPS)
3. The Commission will meet for the first time in Madrid, 6th July, 2007.
4. This Commission can be dissolved by a vote in the Bureau of UDITE.
5. The Rapporteur of the Commission is ______________________________.
6. All UDITE Members are entitled to nominate one representative in the Commission, who’s travelling and any other expenses are to be borne by the UDITE Member.
7. The quorum for any meeting is 50%+1.
8. The Rapporteur is required to provide the secretarial assistance to the Commission, and when this is not available the Rapporteur with the consent of the President of UDITE is to supply the necessary back-up of the Commission .
9. The main aim of the Commission is to make recommendations to the Bureau and when necessary to prepare specific reports on themes and issues being debated by the Bureau or to organise any specific activity delegated by the Bureau.
10. Any decision taken by the Commission is to be endorsed by the Bureau.
11. The Rapporteur is to prepare the Agenda for the Commission’s meeting and bound to report to on the Commission’s activities to the Bureau.
12. Copy of any documentation is to be presented to the Bureau for approval.
13. No Member of the Commission is permitted to take any action, issue any statement or any instruction of whatever nature unless authorised in writing by the President of UDITE.
14. Unless otherwise approved, the date of the Commission’s meetings is to be one day ahead of the Bureau meeting.
15. In its first meeting, the Commission is to agree about the use of the language spoken during the meeting since UDITE is not in a position to provide translation.
